I am directed by Mr. Secretary Balfour to refer Gov to your letter No. 31746 of the 3rd instant, enclosing a
copy of a despatch from the Governor of Hong Kong in 3146. connection with the seizure and forfeiture of goods of
enemy origin, and to state for the information of Mr. Secretary Long that Mr. Balfour concurs in the reply which it is proposed to send to Sir H. May approving his attitude in the matter.
A copy of this correspondence has been forwarded to His Majesty's Charge d'Affaires at Peking, for his information and for transmission to His Majesty's Consul- General at Shanghai.
